The issuing agency can still provide DoC-related services, such as checking technical documents and issuing compliance reports. But the final registration part must be completed by the importer.
According to the latest official regulations, the technical documents applied for by EAC CoC, including instructions for use in Russian, complete test reports, etc., need to be scanned and uploaded to the FGIS (Rossaccreditation system) issuance system. This requirement increases the issuance process and workload of the issuance agency. Therefore, the issuance time of EAC CoC will be extended, please be aware.

In 2020, we have seen more than 180 certification agencies and laboratories have their qualifications suspended due to various violations, directly or indirectly causing the inconvenience and loss of domestic and overseas customers. EAEU Decision No. 146 issued on November 17, 2020 establishes the procedures for implementing EAEU TR 048/2019 "Requirements for Energy Efficiency of Energy-Consuming Equipment". This set of regulations has not yet been implemented, but the enforcement date is expected to fall after the publication of the relevant energy efficiency label design resolution, and will not be implemented earlier than September 1, 2021.
Once TR EAEU 048/2019 takes effect, this technical regulation will replace the current national energy efficiency and energy efficiency labeling requirements adopted by the member states of the Eurasian Economic Union. The transitional clause allows products to be sold under the "old" energy efficiency certificate within two years after the effective date of TR EAEU 048/2019 (September 1, 2023) before the energy efficiency certificate issued by the member states of the Eurasian Economic Union expires.
